The National Development and Reform Commission, the National Energy Administration and the Ministry of Agriculture and Rural Affairs jointly issued the "Notice on Organizing and Carrying out the 'Wind Harnessing Action in Thousands of Towns and Villages'"(hereinafter referred to as the "Notice").
This policy notice may promote the development of a large market of wind power exceeding 1 billion kilowatts or further develop the wind power industry. The estimated investment amount in the industry is expected to reach trillions of yuan!
The "Notice" clearly states that the main goal is to build a number of wind power projects for local development and utilization in rural areas of counties (cities, districts, and banners) with conditions during the "14th Five-Year Plan" period, with villages as units. In principle, each administrative village shall not exceed 20 megawatts, and explore the formation of a new model of wind power investment and construction of "village-enterprise cooperation" and a new mechanism for profit distribution of "co-construction and sharing".
At the same time, the "Notice" emphasizes that the scale, projects and layout of local development and utilization of wind power should be reasonably arranged, and construction should be carried out if possible, and pilot projects should be carried out first. When conditions are ripe, one should be implemented one by one, without rushing in.
There are 690,000 administrative villages in the country. Even if only one-sixth of the administrative villages meet the construction conditions, according to the calculation of 10MW installed capacity per village, the country can also increase 1,150GW of wind power installed capacity.
More importantly, this "Notice" is very pragmatic. It not only plans new growth space for China's wind power, but also focuses on breaking down the institutional and mechanism barriers that have hindered the development of distributed wind power.
