On June 4, the "Implementation Plan for Establishing a Carbon Footprint Management System" (referred to as the "Plan") jointly issued by 15 departments including the Ministry of Ecology and Environment pointed out that by 2027, the carbon footprint management system will be initially established. By 2030, the carbon footprint management system will be more complete and the application scenarios will be richer. This is the first time that multiple departments have jointly issued a document on carbon footprint management, which means that China will establish a unified and standardized carbon footprint management system and enter a new era of carbon footprint management.

The "Plan" sets out the goal that by 2027, the carbon footprint management system will be initially established. Formulate and publish general standards for national product carbon footprint accounting that are in line with international standards, formulate and issue about 100 carbon footprint accounting rules and standards for key products, initially build a product carbon footprint factor database, initially establish a product carbon footprint label certification and hierarchical management system, and establish a carbon footprint management system for key products. Positive progress has been made in the international convergence of footprint rules. By 2030, the carbon footprint management system will be more complete and the application scenarios will be richer. About 200 key product carbon footprint accounting rules and standards have been formulated and promulgated. A product carbon footprint factor database with wide coverage, high data quality and strong international influence has been basically established. Product carbon footprint label certification and hierarchical management systems have been fully established. Product carbon footprint application The environment continues to be optimized and expanded.

In addition, product carbon footprint accounting rules, factor databases and carbon label certification systems are gradually integrating with international standards, and they have substantially participated in the formulation of international rules for product carbon footprints.
